Ps2 effects loop buzzing with pedal board power off

i have an odd problem. when i power on my amp and ps2 (have my pedal board connected to the fx loop on the ps2) i get a loud buzzing / squeeling noise unless i also turn on the pedal board power.

if the pedal board is on, no noise. if i turn off the pedal board, the noise returns (it ramps up slowly.) if i unplug the ps2 pedal loop, also no noise.

what could be the issue? pedal board power is to same power strip as amp and ps2.

[to clarify, buzzing is from amp speaker.]

Hey Oliver,

This is odd, but probably a ground loop of some description. The devil is in the details with this kind of problem because there are so many variables at play. We need a really detailed understanding of your rig to debug it with you: signal path, power path, photos or a video of you walking us through the connections and problem.
